In brief

As Greece grapples with high tobacco consumption, the reluctance to enforce outdoor smoking bans sparks ongoing debate about public health and individual liberties.

Greece is facing a persistent smoking culture, with over a third of its population actively engaged in the habit, making it one of the highest smoking rates in Europe. Despite the ban on indoor smoking established 14 years ago, it has become common to witness smokers disregarding the law in various establishments, such as bars and nightclubs. In light of the European Union's push to extend smoking prohibitons to outdoor public spaces as part of its goal for a tobacco-free generation by 2040, Greece has firmly rejected this initiative. The country has reported that around 20% of its deaths in 2019 were linked to tobacco use, including the effects of secondhand smoke. Nonetheless, many Greeks persist with their smoking habits, whether from ingrained routine, a rebellious spirit, or simply taking advantage of the enforcement gaps. Stathis Papachristou, a psychologist and official at the National Public Health Organization, noted that when individuals perceive loopholes in the enforcement of smoking bans, they are likely to capitalize on them. Greece implemented a smoking ban in all enclosed public spaces in 2010, which did yield a drop in smoking rates. However, due to widespread noncompliance, a stricter law was introduced in 2019, imposing fines on individuals and businesses that flout the regulations. Under this law, patrons who smoke indoors could face fines of 100 euros, while businesses could be penalized up to 10,000 euros, alongside a complaint hotline for reporting violations. Greece's smoking challenge continues as citizens grapple with the balance between personal choice and public health, leading to a complex discussion about the efficacy of anti-smoking laws in places with deep-rooted smoking traditions.
