In brief

Satellite images illuminate Moscow's intent to restart the captured Zaporizhzhia nuclear power plant, raising nuclear safety concerns amid ongoing conflict.

Russia is reportedly extending its electrical infrastructure in southeastern Ukraine to connect the Zaporizhzhia nuclear power plant, which it has occupied since early in the conflict, to its own power grid. A recent report from Greenpeace highlights new construction of over 50 miles of power lines and pylons stretching between Mariupol and Berdyansk, serving as evidence of Moscow's ambitions to exploit the facility’s energy resources. The Zaporizhzhia facility has been a focal point of international concern due to its potential dangers, especially as fighting remains close. Experts have heavily criticized any attempts to restart operations at the plant in the current volatile climate. Senior nuclear specialist Shaun Burnie from Greenpeace Ukraine noted that the construction observed points towards an effort to enable electricity transmission necessary for the plant’s reopening. The satellite images, dated May 22, were corroborated by The New York Times, confirming Greenpeace’s claims. The images depict the electrical infrastructure aimed at connecting to a substantial substation near Mariupol that links to the Zaporizhzhia power plant located approximately 140 miles to the west. This implication suggests Moscow has not only a strategic motive but possibly long-term plans for the facility, even hints at operation during ongoing wartime. The overall intentions of the Russian government remain ambiguous, as it remains unclear whether they foresee running the plant under wartime conditions or after peace has been established. Nevertheless, experts indicate that completing necessary connections will require additional infrastructure work, ultimately prolonging the timeline for any potential facility activation. As tensions escalate, the focus on ensuring nuclear safety and proper regulation of the plant intensifies.
