In brief

In the face of economic turbulence, senior officials from the Biden administration aim to solidify communication lines with China to mitigate potential conflicts under the incoming Trump administration.

In a bid to safeguard existing economic relations, top officials from the U.S. Treasury Department will embark on a trip to China this week for crucial talks aimed at reinforcing the communication pathways established between the two nations prior to the anticipated tumult following the election of President-elect Donald J. Trump next month. The meetings, which will take place in Nanjing as part of the U.S.-China financial working group, coincide with an additional gathering outlined for the Group of 20 summit occurring in South Africa this week. These collaborative groups were initiated in 2023, designed expressly to minimize the risk of economic strife and prevent the onset of a potential trade war.Anticipated discussions will revisit longstanding issues within the framework of last year's economic dialogue structure. The U.S. delegation is expected to express ongoing concerns linked to China's oversupply of green energy technologies which have, according to the U.S., saturated global markets. Moreover, they will likely confront China's recent limitations on critical mineral exports and the support offered by Chinese corporations to Russia amid its conflict with Ukraine. As Jay Shambaugh, the Treasury Department’s under secretary for international affairs, pointed out, "The United States and China are the two largest economies on the globe, and the American people expect that we should be able to communicate directly with Chinese officials on both areas where we agree and especially on areas where we don’t."Though there appears to be a warmer dynamic between the two countries, the Biden administration's concerns regarding China's impact on global markets through cheap solar panels and electric vehicles have largely been disregarded. Furthermore, there's been no evidence indicating that Chinese firms have ceased aiding Russia in acquiring military technology. Instead, both nations have heightened their protectionist stances towards each other. This year, the Biden administration chose to retain the tariffs imposed by the Trump administration on billions of dollars in Chinese imports, in addition to unveiling new tariffs on Chinese electric vehicles, solar cells, semiconductors, and advanced batteries.
