At a Moscow press briefing on Nov. 6, Russian Foreign Ministry spokesperson Maria Zakharova said that Russia has made no substantive progress toward normalizing relations with the United States.
According to Xinhua, Zakharova added that Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Marco Rubio had discussed bilateral issues within multilateral frameworks, including the United Nations, the Group of Twenty and the Asia-Pacific Economic Cooperation forum, yet no tangible outcomes such as the return of confiscated Russian diplomatic properties or the resumption of direct flights between the two countries had been achieved.
“No substantive progress had been made toward normalizing relations with the United States,” Zakharova said, noting that dialogue has continued in a generally business‑like manner at various levels.
